Your problem sounds like the valve in the carburetor that is operated by the float is not shutting off the fuel supply. Because the fuel supply is not shut off, there's more fuel in the carb than it was designed for. This causes the idling problems, and when it gets worse, the fuel leaking.
The cause is probably noting more simple than some dirt or corossion in the carb, or maybe the float valve is worn and needs replacing.
While you have the carb stripped down, check the float height. It's unlikly to be wrong, but it's worth checking none the less.
These jobs are straight-forward and are covered in detail in the Clymer manual.
